You are probably referring to El Goya. I have not been there in as many or maybe more years than you have. The last I heard it was transforming into a straight bar but still gay friendly.
I have a long history with that place. Originally, it was Las Novedades Restaurant. The main dining room was called the Goya Room because it showcased a mural painted by the Artist Goya. It was very popular during my youth in that we would take our dates there during prom season, etc. Many college folks would also gather there for Fraternity and Sorority functions. That last time I ate there was in the 60's when I had come home on leave while in the military. My girlfriend at the time (yes, I did date girls back then to keep up an image) wanted us to go out with me dressed in my dress blues. We ate there that night. Eventually the restaurant got sold and became the El Goya and later Tracks. I only went there a couple of times since I had moved to St. Petersburg. My Grandfather also worked there as a waiter way before my dating years. That's my history lesson for the day. Here's a pic of the place which stands on the corner of 15th Street and 7th Avenue.
