I'm guessing that this pic was taken in the 1920s or 1930s as up until World War II, men were required to wear tops to their bathing suits in public.
I believe you're right about that. It really shows how U.S. society at least has evolved in its conventions of modesty, "public decency" and the degree to which it tolerates semi-nudity (of either gender) in whatever public and/or social social situations which arise.

Back then straight women and gay/bi men probably thought that seeing men in bathing suits with their tops on was a very revealing sight in itself. A 1920's version of eye candy as it were. haha

I'm guessing that the World War II experience of US military men abroad in foreign cultures and hot conditions led to the ditching of the swim suit "tops" and a refusal to go back to the old norm post war. Mikeyank must be a big fan of the post war no top custom as he openly admits being a huge fan of shirtless young skateboarders! Watching "ACC Access" the other night, I was wowed by a video of the entire Notre Dame track team doing a Summer practice run wearing only running shoes, socks and running shorts. What a sexy run of all beefcake!
