As with most things in life, there is no clear answer. I was a change of life baby so I was not the same age ad my 1st cousins. I was slighty younger than my 2nd cousins by a couple of years. Even though it was illegal in the State of Kentucky (where I grew up), I did mess around with a couple of my 2nd cousins (hell I was a kid, how did I know it was illegal). If I would have grown up in the State of Florida (my current home) it would have been legal. Just all depends on where you live.

I wonder how many of the state that "permit with conditions" look at factors such as substantial diference in age and both being over the age of consent.
